Proven to Violate the Latest HET, Pupuk Indonesia Revokes Licenses of 21 Kiosks in Aceh Province

Pupuk Indonesia has revoked the licenses of 21 Fertilizer Recipients at Distribution Points (PPTS) or official subsidized fertilizer kiosks in several regions across Aceh Province. This strict sanction was imposed after the PPTS were proven to have violated the Government’s newly adjusted Highest Retail Price (HET) regulation, which was reduced by 20 percent.

“We have conducted an investigation, and they were proven to have violated the HET. This license revocation reflects Pupuk Indonesia’s firm commitment to implementing the proper governance of subsidized fertilizer distribution in accordance with the 7T principles — right target, type, quantity, price, time, place, and quality,” said Benny Farlo, Senior Manager (SM) of Regional 1A PT Pupuk Indonesia (Persero), on Tuesday (November 4, 2025).

The sanctioned kiosks are located in Aceh Tenggara, Bener Meriah, and Central Aceh Regencies. Benny expressed his hope that this revocation would serve as a reminder to all PPTS in Aceh and throughout Indonesia not to violate the latest HET provisions, which have been in effect since October 22, 2025.

Furthermore, Benny extended his gratitude for the public reports submitted to Pupuk Indonesia regarding PPTS that violated HET rules. He also encouraged other farmers who encounter subsidized fertilizer being sold above the HET to immediately report it to the Agricultural Extension Agency (BPP) in their respective sub-districts or to Pupuk Indonesia’s field officers.

“Please attach proof of the subsidized fertilizer sales invoice and the full address of the kiosk. We will verify and investigate every report received. If proven guilty, the sanction will be termination of cooperation or license revocation,” he emphasized.

As part of efforts to enhance compliance, Pupuk Indonesia has also implemented preventive measures by providing regular education and outreach to all PPTS. The company routinely issues circular letters reminding kiosks of their obligation to distribute fertilizers according to the HET and provides intensive guidance to ensure proper practices.

The company also invites local governments, law enforcement authorities, farmers, and the public to jointly monitor and report any suspected irregularities in the field. “With strict supervision and collaboration among all parties, we are confident that subsidized fertilizers can be distributed appropriately, thereby strengthening national food security,” Benny concluded.

The latest HET, as stipulated in the Minister of Agriculture Decree (Kepmentan) No. 1117/Kpts./SR.310/M/10/2025 — an amendment to Ministerial Decree No. 800/KPTS./SR.310/M/09/2025 on the Types, Highest Retail Prices, and Allocation of Subsidized Fertilizers for the Agricultural Sector for Fiscal Year 2025 — are as follows:

  • Urea Fertilizer: IDR 1,800/kg or IDR 90,000 per 50 kg sack
  • NPK Fertilizer: IDR 1,840/kg or IDR 92,000 per 50 kg sack
  • NPK for Cocoa: IDR 2,640/kg or IDR 132,000 per 50 kg sack
  • ZA Fertilizer: IDR 1,360/kg or IDR 68,000 per 50 kg sack
  • Organic Fertilizer: IDR 640/kg or IDR 25,600 per 40 kg sack

“We remind all PPTS that prices must strictly adhere to the HET at the distribution point. No additional charges of any kind are allowed at the delivery location,” Benny concluded.
