Coordinating Minister Zulhas: Subsidized Fertilizer Prices Decrease, Thanks to President Prabowo Subianto and Pupuk Indonesia
Coordinating Minister for Food Affairs, Zulkifli Hasan, expressed his appreciation to Pupuk Indonesia for successfully implementing the new Highest Retail Price (HET) policy for subsidized fertilizers across kiosks nationwide, while also ensuring sufficient fertilizer availability in accordance with government regulations.
Minister Zulhas made the statement during a visit to the UD Jaya Mandiri kiosk in Bondowoso Regency, East Java, on Wednesday (November 5, 2026). Earlier, he also monitored the implementation of the new subsidized fertilizer HET policy at several kiosks in Jombang (East Java) and Kulon Progo (Special Region of Yogyakarta).
“All subsidized fertilizers distributed through Pupuk Indonesia are discounted by 20 percent. Thank you, President Prabowo, and thank you, Pupuk Indonesia,” said Minister Zulhas.
The Minister also asked one of the farmers purchasing fertilizer at the UD Jaya Mandiri kiosk about fertilizer availability, to which the farmer replied that supplies were sufficient. He repeated the same question to other farmers present, who unanimously gave the same answer.
“Before planting, was the fertilizer already available?” the Minister asked, and the farmers replied, “Yes.” He added, “It’s no longer late, and now you even get a discount.”
Minister Zulhas further explained that timely fertilizer distribution has had a positive impact on increasing rice productivity. “When production goes up, farmers’ incomes also rise. Moreover, the price of unhusked rice has now increased to IDR 6,500 per kilogram, and even higher in some places — previously it was below IDR 6,000,” he said.
Meanwhile, President Director of PT Pupuk Indonesia (Persero), Rahmad Pribadi, stated that the reduction in subsidized fertilizer HET is a strategic government policy that strongly supports farmers while promoting distribution efficiency and transparency in national fertilizer governance. “We are grateful for the government’s trust in Pupuk Indonesia to implement this policy on the ground. With more affordable fertilizer prices and guaranteed supply, we aim to sustainably support farmers’ productivity,” said Rahmad Pribadi.
In implementing the new HET policy, Pupuk Indonesia remains committed to upholding good governance in subsidized fertilizer distribution, including taking firm action against kiosks found selling above the government-set retail price.
157,334 Tons of Subsidized Fertilizer Prepared in East Java
Meanwhile, PT Pupuk Indonesia (Persero) Finance Director, Wono Budi Tjahyono, said that the availability of fertilizer in accordance with regulations is the result of various improvements in distribution governance implemented by the government.
To support the new HET, Pupuk Indonesia has prepared a stock of 157,334 tons of subsidized fertilizer for East Java. As of November 3, 2025, this figure exceeds the government’s minimum requirement — reaching 147 percent of the minimum quota of 107,093 tons. The stock consists of 51,323 tons of Urea, 96,872 tons of NPK, 82 tons of NPK for cocoa, 5,468 tons of organic fertilizer, and 3,588 tons of ZA fertilizer.
Specifically in Bondowoso Regency, Pupuk Indonesia has also ensured fertilizer stock levels above the government’s minimum requirement, totaling 5,067 tons — or 173 percent of the minimum quota of 2,922 tons. This stock includes 924 tons of Urea, 3,928 tons of NPK, 92 tons of organic fertilizer, and 123 tons of ZA.
According to Wono, in 2025 the government has introduced several major reforms to the management of subsidized fertilizer distribution to make access easier for farmers — from regulatory simplification to HET reductions. These measures have yielded strong results: as of November 4, 2025, fertilizer distribution in East Java had reached 1,554,750 tons, or 75.7 percent of the total allocation of 2,053,650 tons.
In Bondowoso, the absorption rate among farmers is even higher than the East Java average, reaching 46,928 tons — or 82.8 percent of the total allocation of 55,882 tons.
“Pupuk Indonesia is fully committed to distributing subsidized fertilizers optimally and in accordance with the government’s mandate. This is part of our contribution to achieving national food self-sufficiency, in line with the vision of the President of the Republic of Indonesia, Mr. Prabowo Subianto, as outlined in Asta Cita,” Wono concluded.
