Ensuring Subsidized Fertilizer Is Sold at the Set HET, Pupuk Indonesia and Menko Zulhas Conduct Direct Inspection in South Lampung
The Coordinating Minister for Food Affairs, Zulkifli Hasan (Menko Zulhas), ensured that subsidized fertilizer kiosks in South Lampung, Lampung Province, have applied the latest Highest Retail Price (HET) set by the Government, which has been reduced by 20 percent.
“For the first time in history, the price of subsidized fertilizer has dropped. For 28 years the fertilizer price had never gone down—this is a 20 percent discount. Urea, which normally costs Rp112,500 per 50 kilograms, is now Rp90,000,” said Menko Zulhas during his visit to Kebangsaan Senior High School, Kalianda, South Lampung, on Friday (November 14, 2025).
He explained that the reduction in the subsidized fertilizer HET is quite significant. This price reduction applies to all types of subsidized fertilizers, including Urea, NPK Phonska, NPK for Cocoa, organic fertilizer, and ZA.
Menko Zulhas also asked the farmers present whether they were aware of the price reduction and had already made their purchases. The farmers unanimously replied that they had indeed heard about the discount and had already redeemed their fertilizer.
“Fertilizer prices go down, rice grain prices go up—this is all by order of the President. Thank you, Mr. President,” said Menko Zulhas.
He further explained that in 2025 the Government improved the management of subsidized fertilizer distribution, as fertilizer had often arrived late. In fact, Menko Zulhas revealed that fertilizer sometimes arrived only after the farmers had already harvested.
“Now we have streamlined the regulations so that fertilizer can arrive on time. So, it’s available before planting. Thanks to improvements in this new subsidized fertilizer governance, national rice grain production has increased. Last year, our grain production was 30 million tons, now it’s 34.7 million tons,” he said.
“Because fertilizer is no longer late, farmers’ production has increased, and so has their income. Moreover, the price of grain has risen to Rp6,500 per kilogram,” added Menko Zulhas.
In a separate location, President Director of PT Pupuk Indonesia (Persero) Rahmad Pribadi stated that the reduction in the subsidized fertilizer HET is a strategic Government policy that strongly supports farmers while also promoting distribution efficiency and transparency in national fertilizer governance. “We thank the Government for trusting Pupuk Indonesia to implement this policy on the ground. With more affordable fertilizer prices and guaranteed supply, we aim to support the sustainable improvement of farmers’ productivity,” said Rahmad Pribadi.
To implement the latest HET, Pupuk Indonesia is committed to enforcing proper management of subsidized fertilizer distribution, including taking firm action against kiosks proven to sell subsidized fertilizer above the Government-set HET.
Prepared Stock of 29 Thousand Tons of Subsidized Fertilizer
Meanwhile, while accompanying Menko Zulhas, the Finance Director of PT Pupuk Indonesia (Persero) stated that to support the implementation of the latest HET, Pupuk Indonesia has prepared a stock of 29,398 tons of subsidized fertilizer in Lampung Province. As of November 11, 2025, the stock consists of 3,577 tons of Urea, 24,455 tons of NPK, 866 tons of NPK for Cocoa, 443 tons of organic fertilizer, and 57 tons of ZA. “These stocks have been placed in Warehouses Line I through Line III and are ready for farmers to redeem at the latest HET,” he explained.
The realization of subsidized fertilizer redemption in Lampung Province as of November 11, 2025 reached 66 percent, or 78,018 tons out of the 2025 allocation of 118,041 tons.
“We also see that several regions have entered the rainy season, so we are deploying all of our sales teams in these areas to ensure all registered farmers make their purchases,” he concluded.
The latest HET as regulated in the Decree of the Minister of Agriculture (Kepmentan) Number 1117/Kpts./SR.310/M/10/2025 on the Amendment to the Minister of Agriculture Decree Number 800/Kpts./SR.310/M/09/2025 regarding Types, Highest Retail Prices, and Allocation of Subsidized Fertilizers for the Agricultural Sector for Fiscal Year 2025:
- Urea Fertilizer: Rp1,800/kg or Rp90,000 per 50-kg sack
- NPK Fertilizer: Rp1,840/kg or Rp92,000 per 50-kg sack
- NPK Fertilizer for Cocoa: Rp2,640/kg or Rp132,000 per 50-kg sack
- ZA Fertilizer: Rp1,360/kg or Rp68,000 per 50-kg sack
- Organic Fertilizer: Rp640/kg or Rp25,600 per 40-kg sack
