Pupuk Indonesia Ensures Kiosks in Sleman Comply with Regulations in the Distribution of Subsidized Fertilizers

Jakarta, 22 December 2025PT Pupuk Indonesia (Persero) has ensured that all Fertilizer Recipients at Distribution Points (PPTS) or kiosks in Sleman Regency, Special Region of Yogyakarta (DIY) have complied with regulations in the distribution of subsidized fertilizers. This was conveyed by Senior Manager (SM) Regional 2B of Pupuk Indonesia, Jeff Narapati, following an evaluation and monitoring activity conducted jointly with the local Agriculture Office.

Jeff stated that Minister of Agriculture Regulation (Permentan) Number 15 of 2025, which serves as the technical guideline for the governance of subsidized fertilizer distribution, has significantly simplified farmers’ access to subsidized fertilizers. One of the key improvements is that farmers are now only required to bring their National Identity Card (KTP) when redeeming fertilizers at official kiosks.

“We collaborated with the Sleman Agriculture Office to conduct field inspections and ensure kiosk performance. Alhamdulillah, the redemption process using only an ID card has been properly implemented at kiosks across Sleman,” Jeff said in Jakarta on Monday (22/12/2025).

Jeff further explained that the monitoring also covered the implementation of the Highest Retail Price (HET) at kiosks in Sleman. He noted that, for the first time in history, the HET for subsidized fertilizers has been reduced by up to 20 percent.

This reduction applies to all types of subsidized fertilizers used by farmers, including Urea, NPK, ZA, and organic fertilizers. The HET for Urea has decreased from IDR 2,250 per kilogram to IDR 1,800 per kilogram, or from IDR 112,500 per 50-kg bag to IDR 90,000. Meanwhile, the HET for NPK has dropped from IDR 2,300 per kilogram to IDR 1,840 per kilogram, or from IDR 115,000 per 50-kg bag to IDR 92,000. The HET for NPK fertilizer specifically for cocoa crops has decreased from IDR 3,300 per kilogram to IDR 2,640 per kilogram, or from IDR 165,000 per 50-kg bag to IDR 132,000.

“Farmers in Sleman Regency have already been able to purchase subsidized fertilizers at the new prices since the Government implemented the HET reduction on 22 October 2025,” Jeff emphasized.

He further stressed that Pupuk Indonesia is prepared to take firm action against any kiosks found to be violating regulations governing the distribution of subsidized fertilizers. According to Jeff, in 2025 the Government has carried out extensive reforms in the governance of subsidized fertilizer distribution as part of efforts to make access easier for farmers.

“The convenience provided by the Government must be supported by Pupuk Indonesia down to the kiosk level as the regulatory operator. This ensures that the facilities granted to farmers are optimized in supporting the achievement of national food self-sufficiency,” Jeff stated.

Finally, he explained that subsidized fertilizers can only be redeemed by farmers who are members of farmer groups, registered in the Agricultural Extension Management Information System (SIMLUHTAN), and cultivating a maximum of two hectares of land. In addition, subsidized fertilizers are limited to ten strategic commodities, namely rice, maize, soybeans, chili, shallots, garlic, coffee, sugarcane, cocoa, and cassava.

For farmers who are not yet registered as recipients of subsidized fertilizers, he encouraged them to immediately register through their respective Farmer Groups (Poktan). The Government provides flexibility, as the e-RDKK (electronic Definitive Plan for Group Fertilizer Requirements) data can be evaluated within the same year.

“We hope that the allocation of subsidized fertilizers provided by the Government can be optimally absorbed by farmers, thereby continuously improving productivity and welfare. In addition, we expect all kiosks across Indonesia to carry out their services in accordance with applicable regulations,” he concluded.
